Why this programme exists.
Public skilling programmes are judged on placement, and placement is where most of them fail. Cohorts are enrolled against a target, trained on a generic syllabus, certified, and released into a market that was never consulted about what it needed.
We start at the other end. Which employers in this district are hiring, for what, at what wage — and then design backwards. It produces smaller cohorts and better numbers, and we would rather defend the second than the first.
